Waves are cause by the wind blowing on the sea.

The gravity of the moon causes the tides.

When the tide moves in the opposite direction to the wind, the waves are bigger.

Waves are caused by the wind, but the tides that is different. The tides of the sea is caused by the moon. The tides will move in and out irrespective of the wind whereas the waves are related to the wind. Bigger winds, bigger waves!
