• Question: Could a new galaxy form and if it could how?

      This is a good question and the answer is ‘yes’, but it would be very difficult to do. Most galaxies have been around in some form for 13 billion years and all the gas and stars in the universe are attached to other galaxies, so it wouldn’t be easy to ‘borrow’ some of that to form a new galaxy.
