  It can do, yes. It depends on what part of the brain that isn’t working properly. If there is an area of the brain which is linked to walking, and that area is damaged then the likelihood is that the damage will affect how you walk. So the same happens with speaking. If you damage the area of the brain related to speaking, then it will make speaking a lot harder to do.
