To make rain, you need water vapour in the air (clouds), so you need both water and air. The moons gravitational pull is not strong enough to trap gases, so it has no air. well, there are some gases around the moon, but at very low levels.
The moon also has no liquid water, because the sunlight is so strong on the moon that the water gets broken down into oxygen and hydrogen and these float away into space.
But there is evidence of some water on the moon… mostly ice or water that’s bound up in salts.
There needs to be lots of water and the moon doesn’t have that. It also doesn’t have any air which we need too. Oceans and air are essential and the moon doesn’t have these. 🙂
